Filter icon always displayed in Report Components

We've updated our Report Components to always display the filter icon (≡), if filtering is available for the column.

Previously, there was confusion on how to interact with the filter capability in our Report Components as the user only knew the option was available if they hovered over where the icon would be. If filtering was available, then the icon would appear on hover. Now, the icon is always visible.
