Submit a payout receiver for verification. The payout receiver status must be NEEDS_INFORMATION.
Submitting also verifies the payout receiver’s payment methods. If at least one payment method is verified, then the receiver moves to the status of ACTIVE and the earliest added verified method becomes the payout receiver's default payment method.
If the payout receiver has no payment method that can be verified, it moves to the status of NEEDS_METHOD. Add and verify a payment method to activate the receiver.
